This is normally caused by either traffic problems on the route between the site and your computer, or a problem on the hosts internal network. If it happens regularly (but not permenantly) then you need to get a new, better host for the site. If you can’t ever (or can rarely ever) get to the forum then either the site owner or the hosts have set something up badly.
